THE TECHNICAL REGULATION OF THE CUSTOMS UNION 020 "ELECTROMAGNETIC COMPATIBILITY OF TECHNICAL MEANS" (TR CU 020/2011)

This technical regulation of the Customs Union covers into circulation at the common customs territory of the Customs Union technical means that can cause electromagnetic interference and (or) quality of operation of which depends on the influence of external electromagnetic interference.

APPROVAL FORMS:

TR CU 004/2011 assumes two approval forms:

  • THE DECLARATION OF CONFORMITY
  • THE CERTIFICATE OF CONFORMITY

PRODUCTS TO BE CERTIFIED IN ACCORDANCE WITH TR CU 020/2011 (EMC):

CERTIFICATE OF CONFORMITY IS REQUIRED FOR:

  • Electrical apparatus and appliances designed:

- for cooking and food storing and kitchen works mechanization;

- for processing (washing, ironing, drying, cleaning) of lingerie, clothing and shoes;

- for cleaning;

- for sanitary and hygienic purpose;

- to maintain and adjust the indoor environment;

- for hair care, nail and skin;

- for heating;

- for body vibro massage;

- game, sports and exercise equipment;

- audio and video equipment, television receivers and radio broadcasting devices;

- for clothing knitting;

- power supplies, battery chargers, voltage regulators;

- for gardening services;

- water pumps;

- lighting equipment,circuit breakers with electronic control;

- circuit breakers with electronic control;

- arc welding equipment.

  • Personal electronic computers (PCs).
  • Technical means, connected to the personal electronic computers:

- printers;

- monitors;

- scanners;

- uninterruptible power supplies;

- active speakers powered from AC;

- multimedia projectors.

  • Electrified tools (handheld and portable machines).
  • Electro musical instruments

DECLARATION OF CONFORMITY IS REQUIRED FOR:

Electrical devices that can cause electromagnetic interference, and (or) quality of operation excepts ones that fall under Certificate of conformity (mentioned above).

TR CU 020/2011 (EMC) DOES NOT APPLY TO:

This technical regulation of the Customs Union does not apply to devices that are passive with respect to electromagnetic compatibility.

TYPES OF EQUIPMENT, PASSIVE IN EMC, WHICH IS NOT SUBJECT TECHNICAL REGULATIONS CUSTOMS UNION TR EAEU 020/2011 (EMC):

  1. Wires, cords, cables and cable assemblies;
  2. Technical facilities containing only resistive load and do not have automatic switching devices, such as household electrical heaters without thermostats or fan;
  3. Electric batteries and connected light equipment without active electronic circuits;
  4. Headphones and speakers that are not functions of the gain;
  5. Protective equipment, creating transient electromagnetic interference of short duration by triggering a short circuit or an abnormal situation in the electrical circuit that does not include safety devices (emergency shutdown device) with active electronics;
  6. High voltage equipment, in which potential sources of electromagnetic interference caused only localized defects of isolation (eg,high voltage inductors, high-voltage transformers), provided that the said product does not contain active electronic parts;
  7. Capacitors, such as capacitors for power factor correction;
  8. Induction motors;
  9. Quartz watch (without additional features, such as radio);
  10. Light bulbs;
  11. Plugs, sockets, fuses, switches, circuit breakers without active electronic circuits;
  12. Passive antenna for radio and television broadcasting.

WHO CAN APPLY?

The foreign manufacturer can apply for certification only through the Customs union residential company. It means that a Russian, Kazakh or other CU country’s company should bear responsibility for the products quality on the base of Local representative agreement. It can be the importer, distributor of the product or any other company located in the CU that will agree to act as a Local Representative.

POSSIBLE APPLIED VALIDITY

The CoC / DoC can be issued for a batch (one consignment) or for serially produced products. The maximum applied validity of the approval document is 5 years.

TIMING

The process lasts from 1 week to 1 month depending on certification scheme and the form of approval (DoC or CoC)
