EAC APPROVAL FOR HOUSEHOLD HVAC SYSTEMS
Household HVAC equipment generally includes chillers (heat pumps), fan coil units, air conditioners, radiators, underfloor heating systems, supply and exhaust units, and other devices designed for heating, ventilation, and air conditioning of multi-room housing (private houses, cottages, villas, multi-room apartments).
For the import of such products to the countries of the Customs Union (Russia, Kazakhstan, Armenia, Kyrgyzstan, and Belarus), you need to get approval with the EAC system; that is, to confirm their compliance with the requirements of the Customs Union's technical regulations. Such products are often subject to the requirements of the Technical Regulations of the Customs Union (TR CU) 004 "On Safety of Low Voltage Equipment" and TR CU 020 "Electromagnetic Compatibility of Engineering Equipment".
Products for EAC approval
The lists of products for which the customs declaration submitted must be accompanied by a conformity assessment document (information about the conformity assessment document) under the requirements of technical regulations TR CU 004 and TR CU 020, include a whole group of HVAC devices subject to mandatory certification.
Devices for maintaining and regulating the indoor climate:
- fans (Trade Nomenclature of Foreign Economic Activity (TN FEA) code 8414 51 000 0);
- air conditioners (TN FEA codes 8415 10, 8415 81 009 0, 8415 82 000 0, 8415 83 000 0);
- humidifiers, vaporizers, dryers (TN FEA code 8415 90 000 9, 8418 99, 8479 89 970 8, 8509 80 000 0);
- air cleaners, cooker hoods (TN FEA code 8414 60 000, 8421 39 200 9);
- electric heaters used for breeding animals and growing plants, electrical appliances for heating residential premises, electric radiators, fan heaters, convectors (TN FEA code 8436 21 000 0, 8516 21 000 0, 8516 29); electric fireplaces (TN FEA code 8516 21 000 0, 8516 29 500 0, 8516 29 910 0, 8516 29 990 0 0);
- underfloor heating systems (TN FEA 8516 80).
To be able to mark such products with the EAC symbol, you need to obtain a Certificate of Conformity TR CU 004 (LVD) and TR CU 020 (EMC) , which provides for an audit of the production facilities and testing products with an accredited laboratory in the territory of the Customs Union.
Additionally, you need to confirm the compliance of these products with the requirements of the Technical Regulations of the Eurasian Economic Union (TR EAEU) 037 "On Restricted Use of Hazardous Substances in Electrical and Electronics Products" . The applicant must conduct all the necessary tests and register a declaration of conformity with the TR EAEU 037, which is also a mandatory document for customs clearance.
The declaration of conformity can be issued based on factory test reports (in-house evidence) or based on test reports carried out by third-party organizations (accredited or certified testing laboratories in the territory and outside of the Customs Union).

EAC APPROVAL FOR INDUSTRIAL HVAC SYSTEMS
Industrial heating, ventilation, and air conditioning systems do not require declaration as per TR EAEU 037 and obtaining a certificate as per TR CU 004 and TR CU 020.
It is permissible to issue a declaration of conformity TR CU 004 + TR CU 020, supplementing it with regulations for industrial equipment – TR CU 010 "On the Safety of Machinery and Equipment".
To issue a declaration of conformity as per TR CU 004 “On Safety of Low Voltage Equipment”, TR CU 020 “Electromagnetic Compatibility of Engineering Equipment”, and TR CU 010 “On the Safety of Machinery and Equipment”, the applicant must conduct all the necessary research and tests. The declaration of conformity can be issued based on factory test reports (in-house evidence) or based on test reports from third-party organizations (accredited or certified testing laboratories in the territory and outside of the Customs Union), which take into account all the requirements of the standards (GOSTs), as provided for by the technical regulations of the Customs Union.
Below is the list of documents required for registration of a declaration of conformity as per TR CU 004, 020, 010:
Administrative documents:
- Authorized person agreement between the applicant and the manufacturer;
- Applicant's documents of incorporation (Taxpayer Identification Number (INN), Primary State Registration Number (OGRN)).
Engineering documents:
- Operation manual in Russian;
- Test reports in Russian;
- Safety justification.
The applicant can also only be a company that is a resident of the Customs Union.
If the product is supplied to a hazardous production facility (according to the classification of the Russian Federal Service for Ecological, Technical, and Atomic Supervision (Rostekhnadzor) or another authorized organization in the territory of Kazakhstan, Armenia, Belarus, and Kyrgyzstan), the declaration of conformity as per TR CU 010 must be issued independently from the declaration as per TR CU 004 and TR CU 010, since you must use a special declaration scheme – 5d.
This scheme provides for a slightly more complex procedure: product testing with an accredited laboratory in the territory of the CU or at the factory in the presence of an expert from a certification authority. Additionally, you must provide the most detailed product diagrams and drawings and the product data sheet executed in line with our standards for the preparation and maintenance of engineering documents.
