THE TECHNICAL REGULATION OF THE CUSTOMS UNION 008 “ON SAFETY OF TOYS” (TR CU 008/2011)

This Technical Regulation defines the minimum necessary requirements for toys aiming at protection of life or health of children and people who take care of them, and at prevention of the actions misleading the consumers regarding safety and application of toys.


Required for several industries and products

It came into operation on July 1, 2012

VALID IN Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan

EUROPEAN ANALOGUE – 2009/48/EC “On the safety of toys”

PRODUCTS TO BE CERTIFIED IN ACCORDANCE WITH TR CU 008/2011:

Toys that have not been previously used.

TR CU 008/2011 DOES NOT APPLY TO:

  • Artificial Christmas trees and decorations for them, fairy lights;
  • Large scale collection models not intended for children under 14;
  • Equipment for children’s playgrounds;
  • Sports equipment including underwater one;
  • Folklore and decorative dolls not intended for children under 14;
  • ”Professional” toys located in public places for public access;
  • Slot machines;
  • Puzzles with more than 500 pieces;
  • Pneumatic weapons;
  • Catapults and tossing equipment;
  • Tossing tools with ferrules;
  • Transformers for toys that are supplied via electric networks, accumulator charges including the ones supplied with toys;
  • Products containing heating elements and intended for use during teaching process under adults supervision;
  • Vehicles intended for children under 14 with combustion engines;
  • Toy cars with steam engines;
  • Bicycles intended for riding on the public access roads;
  • Games and toys working under voltage exceeding 24 V;
  • Exact copies of firearms;
  • Bijouterie for children;
  • Equipment for swimming (for instance, armbands);
  • Protection means (swimming glasses, sunglasses, bicycle helmets, skateboard helmets);
  • Flying toys launched with a rubber cord;
  • Bows with the loose state length exceeding 1200 mm;
  • Sanitary and hygienic products made of latex, rubber and silicon elastoplastic for children.

APPROVAL FORMS

TR CU 008/2011 assumes one approval form:

  • THE CERTIFICATE OF CONFORMITY

WHO CAN APPLY FOR CERTIFICATION?

The foreign manufacturer can apply for certification only through the Customs union residential company. It means that a Russian, Kazakh or other CU country’s company should bear responsibility for the products quality on the base of Local representative agreement. It can be the importer, distributor of the product or any other company located in the CU that will agree to act as a Local Representative.

POSSIBLE APLIED VALIDITY

The CoC can be issued for a batch (one consignment) or for serially produced products. The maximum applied validity of the approval document is 5 years (for series) or not defined (for a batch).

TIMING

The process lasts from 1 week to 1 month depending on certification scheme.
