THE TECHNICAL REGULATION OF THE ECUSTOMS UNION 032 “ON SAFETY OF THE EQUIPMENT OPERATING UNDER EXCESSIVE PRESSURE” (TR CU 032/2013)

This technical regulation establishes safety requirements for equipment in the design, production (manufacturing), as well as requirements for labeling equipment in order to protect human life and health, property, prevention of actions misleading consumers.

PRODUCTS TO BE CERTIFIED IN ACCORDANCE WITH TR CU 032/2013 (PED):

VESSELS

  • Vessels for gases, liquefied gases, dissolved under pressure, vapors and used for explosive, flammable or toxic working environments with the following technical parameters;

    - maximum allowable operating pressure that exceed 0.05 MPa, capacity that exceed 0,001 m³ and the product of the maximum allowable working pressure by the value of capacity more than 0.0025 MPa · m³

    - maximum allowable working pressure that exceed 20 MPa, capacity from 0.0001 m³ to 0.001 m³ inclusive.
  • Vessels for gases, liquefied gases, dissolved under pressure, vapors and used for non-explosive, non-flammable and non- toxic working environments with the following technical parameters;

    - maximum allowable operating pressure that exceed 0.05 MPa, capacity that exceed 0,001 m³ and the product of the maximum allowable working pressure by the value of capacity more than 0.005 MPa · m³

    - maximum allowable working pressure that exceed 100 MPa, capacity from 0.0001 m³ to 0.001 m³ inclusive.
  • Vessels for liquids that are used for explosive, flammable or toxic working environments with the following technical parameters;

    - maximum allowable operating pressure that exceed 0.05 MPa, capacity that exceed 0,001 m³ and the product of the maximum allowable working pressure by the value of capacity more than 0.02 MPa · m³

    - maximum allowable working pressure that exceed 50 MPa, capacity from 0.0001 m³ to 0.001 m³ inclusive.
  • Vessels for liquids that are used for non-explosive, non-flammable and non-toxic working environments with the following technical parameters;

    - maximum allowable operating pressure that exceed 1 MPa, capacity that exceed 0,01 m³ and the product of the maximum allowable working pressure by the value of capacity more than 1 MPa · m³

    - maximum allowable working pressure that exceed 100 MPa, capacity from 0.0001 m³ to 0.01 m³ inclusive.

PIPING

  • Piping which maximum allowable operating pressure that exceed 0.05 MPa, with nominal diameter that exceed 25 mm for explosive, flammable or toxic gases and vapors;
  • Piping which maximum allowable operating pressure that exceed 0.05 MPa, with nominal diameter that exceed 32 mm and the product of the maximum allowable working pressure by the value of nominal diameter more than 100 MPa • mm for non-explosive, non-flammable and non-toxic gases and vapors;
  • Piping which maximum allowable operating pressure that exceed 0.05 MPa, with nominal diameter that exceed 25 mm and the product of the maximum allowable working pressure by the value of nominal diameter more than 200 MPa • mm for explosive, flammable or toxic liquids;
  • Piping which maximum allowable operating pressure that exceed 1 MPa, with nominal diameter that exceed 200 mm and the product of the maximum allowable working pressure by the value of nominal diameter more than 500 MPa • mm for non-explosive, non-flammable and non-toxic liquids.

OTHER

  • Boilers with a capacity that exceed 0,002 m³, intended to produce hot water at a temperature above 110 0 C, or steam which pressure exceed 0.05 MPa, and the fired vessels with capacity of more than 0,002 m³;
  • Items of equipment (assembly units) and its accessories under pressure;
  • Valves and fittings with nominal diameter that exceed 25 mm for equipment intended for use with explosive, flammable or toxic gases and liquid
  • Valves and fittings with nominal diameter that exceed 32 mm for equipment intended for use with non-explosive, non-flammable and non-toxic gases
  • Valves and fittings with nominal diameter that exceed 200 mm for pipelines intended for use with non-explosive, non-flammable and non-toxic liquids
  • Indicating and safety devices;
  • Hyperbaric chambers (except medical);
  • Safety equipment.

TR CU 032/2013 (PED) DOES NOT APPLY TO:

  • Local distribution and infield pipelines;
  • Gas distribution and gas consumption networks;
  • Equipment designed for use in nuclear industry;
  • Vessels working under pressure created by the explosion inside them
  • Equipment designed for use in marine and river vessels
  • Braking devices for vehicles;
  • Vessels designed for use on aircraft and other flying machines;
  • Equipment for defense purposes;
  • Pumps and turbine gaskets, steam engine cylinders, hydraulic, internal combustion engines, air compressors and machines;
  • Medical hyperbaric chambers;
  • Aerosol sprayers;
  • Gaskets of high-voltage electrical equipment (switchgear, control gear, transformers and rotating electrical machines);
  • The casing shell of elements of the transmission of electric energy
  • Equipment manufactured (produced) of non-metallic flexible (elastic) shell,
  • Silencers or exhaust gas suction;
  • Syphons for carbonated beverages.

APPROVAL FORMS

TR CU 032/2013 assumes two approval forms:

  • THE DECLARATION OF CONFORMITY
  • THE CERTIFICATE OF CONFORMITY

WHO CAN APPLY?

The foreign manufacturer can apply for certification only through the Customs union residential company. It means that a Russian, Kazakh or other CU country’s company should bear responsibility for the products quality on the base of Local representative agreement. It can be the importer, distributor of the product or any other company located in the CU that will agree to act as a Local Representative.

POSSIBLE APLIED VALIDITY

The CoC / DoC can be issued for a batch (one consignment) or for serially produced products. The maximum applied validity of the approval document is 5 years.

TIMING

The process lasts from 1 week to 1 month depending on certification and the form of approval (DoC or CoC).

SPECIAL MARK

After the certification process is completed the product should be marked as the following:
