This Technical Regulation defines the requirements for lubricants, oils and special liquids, for worked-out lubricants, oils and special liquids, for products made of recycled worked-out products aiming at protection of life or health of citizens, property, environment, life and health of animals and plants, at prevention of the actions misleading the consumers and also at resource saving.

VALID IN Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan
PRODUCTS TO BE CERTIFIED IN ACCORDANCE WITH TR CU 030/2012:
Lubricants including:
Organic oil lubricants including:
- Motor oils (universal, carburetor, diesel, oils for aircraft engines);
- Transmission oils;
- Hydraulic oils;
- Industrial oils;
- Compressor oils;
- Turbine oils;
- Anti-corrosion oils;
- Electrical insulating oils;
- Base oils.
Greases;
Special liquids:
Cooling liquids (including cooling lubricants);
Braking liquids;
Worked-out products.
TR CU 030/2012 DOES NOT APPLY TO:
- Products supplied on state defense orders;
- Products delivered for export beyond the unified customs territory of the Customs Union;
- Products stored in organizations that provide safekeeping of state stockpiles;
- Oils of plant or animal origin;
- Products that are the result of high-temperature distillation of coal tar oil (including creosotic);
- Oils used for making perfumes and cosmetics, medical products or medicines.

TR CU 030/2012 assumes one approval form:

WHO CAN APPLY FOR CERTIFICATION?
The foreign manufacturer can apply for certification only through the Customs union residential company. It means that a Russian, Kazakh or other CU country’s company should bear responsibility for the products quality on the base of Local representative agreement. It can be the importer, distributor of the product or any other company located in the CU that will agree to act as a Local Representative.
POSSIBLE APLIED VALIDITY
The DoC can be issued for a batch (one consignment) or for serially produced products. The maximum applied validity of the approval document is 3 years (for series) or equals date of expiry of products (for a batch).
TIMING
The process lasts from 1 week to 1 month depending on certification scheme.
