Enterprise Singapore

Enterprise Singapore is the government agency regulates Singapore's national standards. He manages the Singapore Standardization Program, which develops and promotes standards to meet the needs of the industry and the goals of public policy. The Council consists of representatives of various stakeholders, including representatives of industry, professional bodies, trade and consumer associations, academia and government agencies. 

The Singapore Accreditation Council (SAC)

SAC supports the integrity and impartiality of compliance assessment practices, manages and promotes accreditation schemes and registration programs by performing these functions, raises awareness and encouraging the introduction of accredited Testing, Inspection and Certification (TIC) services.

CONSUMER PROTECTION REGISTRATION SCHEME (CPS)

Manufacturers or distributors must register their products in accordance with the List of Controlled Goods before they are released. This scheme is a CPS action aimed at protecting consumers when making purchase decisions based on a Safety sign.
Consumer Protection (Safety Requirements) The Regulations (CPS) require 33 categories of Household goods, also known as Controlled Goods, to be registered with Enterprise Singapore. These products must be tested in accordance with established safety standards, approved by an authorized third-party conformity assessment Authority (CAB) and equipped with a Safety Mark before they can be sold in Singapore.

CERTIFICATE OF CONFORMITY UNDER CPS SCHEME

To submit the conformity under CPS scheme the applicant should get Safety Mark applications and Certificates of Conformity (CoCs) for Controlled Goods under the Singapore Consumer Protection (Safety Requirements) Registration Scheme (“CPS Scheme”).

The certificate number (123456-00) is a unique number issued by the certification body for tracking. The connotation of the certification number is as follows:

12 - year of certification (for example, 12 for 2012); 3456-serial number; 00-identification code of the certification body.

A supplier who does not comply with the CPS registration scheme can be fined up to $ 10,000 and / or imprisoned for a maximum of two years.

Singapore Test Services Product Listing Scheme (PLS)

The Singapore Test Services Product Listing Scheme (”PLS“) is a broad-based third-party product certification scheme, in which the safety and/or performance of a certified product is subjected to type tests and supervisory tests and/or verification.
The company can apply for certification according to PLS if the product meets the national or international standard (s) or standard (s) that are publicly available

Schemes of type 2, 5 and 1b

There are three (03) schema types in which a product can be specified. All these types of schemes require that the product be tested by type and fully comply with the standard (s). In addition, according to the Type 2 scheme, the products will be subjected to supervisory sampling and testing for consideration. No compliance label is issued.

In accordance with the Type 5 scheme, the company will be subjected to regular factory inspection, sampling for observation and testing. A conformity assessment label or Declaration of Conformity ("DoC") is issued, if applicable, in accordance with the Type 1b scheme, each batch / batch must be checked, sampled and tested. A compliance label should be issued, if applicable, to ensure that the product being sold continues to comply with the relevant standard specified in the list.

Minimum Energy Performance Standards (MEPS)

Any importer and manufacturer that intends to supply any regulated goods in Singapore, on or after the effective date of those goods, must apply to the National Environment Agency (NEA), the organization which aims to improve energy efficiency in household and industrial sectors. 

All registered suppliers supplying regulated goods must affix the Energy Label on the units that they supply in Singapore. The Energy Label shall be affixed only after the NEA has issued the Certificate of Registration (COR) for the model.

Suppliers must ensure that goods are able to meet Minimum Energy Performance Standards (MEPS). The MEPS was set to raise the average energy efficiency of regulated goods in the market. The MEPS helps to reduce energy consumption and carbon emissions in the household sector.

The registered model’s Certificate of Registration (COR) is valid for 3 years. 

Registered suppliers who wish to renew the COR must apply at least 2 weeks, but not earlier than 90 days, before the COR expires.
