This technical regulation of the Customs Union specifies requirements to low-voltage equipment for the purpose of protection of public life and health, property and prevention of actions misleading purchasers (users) of low-voltage equipment regarding its purposes and safety.
Technical regulation of the Customs Union for low-voltage equipment applies for electrical devices suitable for use at a nominal voltage of 50 V AC through 1000 V AC inclusively and of 75 V DC through 1500 V DC inclusively.

APPROVAL FORMS:
TR CU 004/2011 assumes two approval forms:
- THE DECLARATION OF CONFORMITY
- THE CERTIFICATE OF CONFORMITY
PRODUCTS TO BE CERTIFIED IN ACCORDANCE WITH TR CU 004/2011 (LVD):
CERTIFICATE OF CONFORMITY IS REQUIRED FOR:
Electrical apparatus and household equipment:
- for food preparation and storage and kitchen works mechanization;
- for clothing, dress and footwear handling (washing, ironing, drying, cleaning);
- for cleaning and sweeping in the building;
- for maintenance and control of microclimate in the building;
- sanitary and hygienic;
- for hair, nails and skin care;
- for body warming;
- for vibro massage;
- gaming, sporting and training equipment;
- audio and video equipment, radio and TV receivers;
- sewing and knitting;
- power supplies, recharges, voltage stabilizers;
- for garden works;
- for aquariums and garden ponds;
- electrical pumps;
- lightning equipment and light-emissive devices;
- wiring production;
- power extenders.

Low-voltage equipment connected to electronic data processing machines.

DECLARATION OF CONFORMITY IS REQUIRED FOR:
Electrical devices suitable for use at nominal voltage of 50 V AC through 1000 V AC (inclusive) and of 75 V DC through 1500 V DC (inclusive) excepts ones that fall under Certificate of conformity (mentioned above).
TR CU 004 (LVD) DOES NOT APPLY TO:
- Electric equipment designed for operation in explosive atmospheres;
- Medical devices;
- Electrical equipment for lifts and elevators (except electrical machinery);
- Electrical equipment with defense purposes;
- Control equipment for grazing fences;
- Electric equipment, designed for use on air, water, ground and underground transport;
- Electric equipment, designed for safety systems of reactor units of atomic power stations.
WHO CAN APPLY?
The foreign manufacturer can apply for certification only through the Customs union residential company. It means that a Russian, Kazakh or other CU country’s company should bear responsibility for the products quality on the base of Local representative agreement. It can be the importer, distributor of the product or any other company located in the CU that will agree to act as a Local Representative.
POSSIBLE APPLIED VALIDITY
The CoC / DoC can be issued for a batch (one consignment) or for serially produced products. The maximum applied validity of the approval document is 5 years.
TIMING:
The process lasts from 1 week to 1 month depending on certification scheme and the form of approval (DoC or CoC)
