SASO is a Saudi standards and Technical Regulations of Saudi Organization for Standardization, Metrology and Quality (SASO) . As part of the Kingdom of Saudi Arabia's national transformation program through 2020 and 2030, SASO has developed the Saudi Product Safety Program, also known as SALEEM. Its aim is to ensure compliance with Saudi Arabia's quality and safety regulations and compliance of imported goods with Saudi standards and Technical Regulations developed by SASO; and protect the health and safety of consumers, as well as the environment.


SABER is a platform that allows importers and local manufacturers to electronically obtain the required Certificate of Conformity and Certificate of Shipment Conformity for consumer goods, whether they were imported or locally manufactured to enter the Saudi market. The platform aims to protect the businesses from fraud and ensure that products are free from defects that may affect the health and safety of consumers.

What products should be registered on SABER?

As per January 2021, all regulated and non-regulated products, whether imported or manufactured locally. 

Who must register on SABER?

All importers/manufacturers with Saudi commercial register as well as the local manufacturers.

Product Certification of Conformity (PCoC)

The issuance of the Product Certificate of Conformity (PCoC) is required for every regulated product, as per the applicable product standards defined in the relevant technical regulation.. PCoC demonstrates that the imported products have been registered within SABER and are compliant with applicable SASO’s Technical Regulations. The product certification of conformity (PCoC) is issued online in the SABER platform. It is valid for a period of one year. 

Shipment Certificate of Conformity (SCoC)

The Shipment Certificate of Conformity (SCoC) that is requested for all imported products cannot be obtained for regulated ones unless their PCoC has first been completed. If a valid PCoC is confirmed, an SCoC is issued in SABER platform, valid for that specific shipment only.

IECEE recognition

IECEE Recognition Certificate applies for certain types of products being imported in Saudi Arabia. It guarantees that certified appliances are compliant with the standards of the IEC Conformity Assessment Schemes for Electrotechnical Equipment and Components (IECEE), while also taking into consideration the Saudi National Differences. The SASO IECEE Recognition Certificate will be valid for one year and requires annual renewal. To gain access to the Saudi market, the SASO Certificate of Conformity (CoC) is still mandatory for in-scope product categories, and the SASO IECEE Recognition Certificate is a mandatory pre-requisite for the obtainment of SASO CoC.


The Communications and Information Technology Commission (CITC) is mandated to license telecommunications and information technology equipment in the Kingdom of Saudi Arabia. Market approval in Saudi Arabia is granted by the Communication and Information Technology Commission (CITC). The CITC certification is the basis for the market approval of products with wireless technologies in Saudi Arabia. A CITC certificate is a document declaring the conformity of the equipment to the technical specifications issued by the Commission. It is valid for a total of two years and the approval process takes between one and two weeks in total.

SASO Quality Mark is a mark of conformity granted to the products that demonstrate compliance with the relevant national standards set by the Saudi Standards, Metrology and Quality Organization (SASO) in Saudi Arabia. The SQM is proof that the manufacturer has implemented an effective quality management system to ensure continuous compliance with the aforementioned standards. In order to be granted the SQM license a comprehensive evaluation of the product as well as the quality system used by the manufacturer in production through auditing, testing and inspection is necessary. The certificate will be valid for three years, and is subject to surveillance audits every 6 – 12 month, depending on the product. The SQM is both a voluntary and a mandatory mark. If manufacturers would like to add consumer confidence in their products and the product is not subject to regulation by SASO, the SQM can be chosen as a voluntary mark.
