This Technical Regulation defines the necessary requirements for tractors, trailers and their components aiming at the safety of life or health of citizens, property, protection of the environment, and at prevention of the actions misleading the consumers regarding their application and safety.

PRODUCTS TO BE CERTIFIED IN ACCORDANCE WITH TR CU 031/2012
- Tractors and trailers that have maximum estimated speed not less than 6 km/h;
- Components including:
- Tow hitches;
- Alarm sounders;
- Glass;
- Light-reflecting equipment;
- Rear marker lights and stop signals;
- Turn indicators;
- Equipment for lighting rear license plate;
- Full-beam headlamps;
- Dipped-beam headlamps;
- Fog-light;
- Rear fog-light;
- Reversing lights;
- Parking lights;
- Tires;
Engine;
- Seats;
- Speed limiting equipment;
- Speedometers;
- Rear-view mirrors;
- Safety belts;
- Cabin
TR CU 031 DOES NOT APPLY TO:
- Tractors and trailers individually made as single units and made on individual arts basis;
- Tractors and trailers issued at the unified customs territory of the Customs Union before the present Technical Regulation came into operation;
- Used tractors and trailers;
- Tractors and trailers that are in service or underwent repairing at the unified customs territory of the Customs Union;

TR CU 031/2012 assumes one approval form: THE CERTIFICATE OF CONFORMITY
WHO CAN APPLY?
The foreign manufacturer can apply for certification only through the Customs union residential company. It means that a Russian, Kazakh or other CU country’s company should bear responsibility for the products quality on the base of Local representative agreement. It can be the importer, distributor of the product or any other company located in the CU that will agree to act as a Local Representative.
POSSIBLE APLIED VALIDITY
The CoC can be issued for a batch (one consignment) or for serially produced products. The maximum applied validity of the approval document is 5 years (for serially produced products) or not defined (for a batch).
TIMING
The process lasts at least 2 months. Everything depends on a certain inquiry and product type.
