THE TECHNICAL REGULATION OF THE CUSTOMS UNION 014 “ROAD SAFETY” (TR CU 014/2011)

This Technical Regulation defines the minimum necessary requirements for safety of roads and their design, building, fixing, and use processes, and it also defines norms and ways of assessing conformity to these requirements.


Required for several industries and products

It came into operation on February 15, 2015

VALID IN Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan

EUROPEAN ANALOGUE – Directive 2004/54/EC “On minimum safety requirements for tunnels in the Trans-European Road Network”

PRODUCTS TO BE CERTIFIED IN ACCORDANCE WITH TR CU 014/2011:

  • Natural sand for road building;
  • Crushed sand for road building;
  • Large gravel and grit from subsurface rock for road building;
  • Mineral flour;
  • Cement for road building;
  • Broken slag and sand for road building;
  • Bitumen petroleum viscous;
  • Bitumen petroleum liquid;
  • Road sealing compounds;
  • Materials for road marking;
  • Traffic lights;
  • Road signs;

  • Road fence;
  • Information indicators;
  • Emergency cones;
  • Bollards;
  • Button lights;
  • Assembled speed bumps;
  • Mounting poles for technical equipment intended for traffic organization and permanent-set electric lighting;
  • Lamps for permanent-set electric lighting;
  • Natural and artificial curbs;
  • Road pipes;
  • Reinforced concrete road slabs;
  • Drainage road gutters.

TR CU 014/2011 DOES NOT APPLY TO:

  1. Roads that are irrelevant to public access roads, including:
  2. Roads of industrial, building, timber and other factories;
  3. Roads intended for temporary use;
  4. Roads located in special exclusion zones and built for defense or sports needs;
  5. Inhabited settlements streets.

 APPROVAL FORMS

TR CU 014/2011 assumes two approval forms:

  • THE DECLARATION OF CONFORMITY
  • THE CERTIFICATE OF CONFORMITY

WHO CAN APPLY FOR CERTIFICATION?

The foreign manufacturer can apply for certification only through the Customs union residential company. It means that a Russian, Kazakh or other CU country’s company should bear responsibility for the products quality on the base of Local representative agreement. It can be the importer, distributor of the product or any other company located in the CU that will agree to act as a Local Representative.

POSSIBLE APLIED VALIDITY

The CoC can be issued for a batch (one consignment) or for serially produced products. The maximum applied validity of the approval document is 5 years (for series) or not defined (for a batch). The DoC can be issued for a batch (one consignment) or for serially produced products. The maximum applied validity of the approval document is 5 years.

TIMING

The process lasts from 1 week to 1 month depending on certification scheme.
