The metrology certification system is not harmonized, so each country has its own form of Type approval certificate and process features. Nevertheless, each system is aimed at confirming the applied range of measurements and accuracy.
STATE METROLOGICAL CONTROL:
The
Pattern Approval Certificate (Metrology Certificate or PAC) required for all devices that operate in the field of State Metrological Control.

HOW TO DETERMINE WHETHER THE PRODUCT IS SUBJECT TO THE STATE METROLOGICAL CONTROL?

This product can be assigned under one of the above-mentioned group because it does not influence important financial, safety, medical features etc.

KEY AUTHORITIES:
Measuring devices are controlled by special government authority in each country – ROSSTANDART in Russia, KAZINMETR in Kazakhstan and others. The procedure differs from country to country but the main points are the same.
You need to hold tests in the accredited certification authority located in the designated country or welcome the expert from the certification body to your production laboratory for tests that will confirm all applied metrological characteristics according to the Test Methodology based on the country's standards for a certain type of a measuring device.
Each certified product needs to pass Primary Verification. That means the Verification of each item in a certain batch of that has already had valid Pattern Approval Certificate.
CUSTOMS CLEARANCE:
PAC is not considered as an obligatory document to provide while customs clearance. So, you can start entering the market with TR CU Certificates. But measuring devices can eventually be legally applied by the client only in case they have PAC.
This approval document can be issued for a maximum of 5 years validity. This term can be prolonged for the next 5 years. This is the unique feature compared with TR CU (EAC), Telecom or other approval forms which don't assume the prolongation.
BASIC INFO FOR THE QUOTATION PROCESS:
The minimum scope of required information is the following:
1.The whole number of measured characteristics and the scale of the measurements – the range;
2.The applied accuracy;
3.Main technical information which includes also the operating conditions (ambient temperature, application - explosive environments or safety environments etc.).
