Which vessels fall under the action of TR CU 032? These are:

1. Vessels intended for gases, liquefied gases dissolved under pressure, and vapors used in operating environments of group 1 and having:

  • the maximum allowable working pressure over 0.05 MPa, capacity of more than 0.001 m and the product of the maximum allowable working pressure value by the capacity value of more than 0.0025 MPa * m;
  • maximum allowable working pressure over 20 MPa, capacity over 0.0001 m to 0.001 m inclusive;

2. Vessels intended for gases, liquefied gases dissolved under pressure, and vapors used in operating environments of group 2 and having:

  • the maximum allowable working pressure over 0.05 MPa, capacity of more than 0.001 m and the product of the maximum allowable working pressure value by the capacity value of more than 0.005 MPa * m;
  • maximum allowable working pressure over 100 MPa, capacity over 0.0001 m to 0.001 m inclusive;

3. Vessels intended for liquids used in operating environments of group 1 and having:

  • the maximum allowable working pressure over 0.05 MPa, capacity of more than 0.001 m and the product of the maximum allowable working pressure value by the capacity value of more than 0.02 MPa * m;
  • maximum allowable working pressure over 50 MPa, capacity over 0.0001 m to 0.001 m inclusive;

4. Vessels intended for liquids used in operating environments of group 2 and having:

  • the maximum allowable working pressure over 1 MPa, capacity of more than 0.01 m and the product of the maximum allowable working pressure value by the capacity value of more than 1 MPa * m;
  • maximum allowable working pressure over 100 MPa, capacity over 0.0001 m to 0.01 m inclusive;

Excluded are: Vessels operating under pressure created by an explosion inside them in accordance with the technological process or by combustion in the mode of self-propagating high-temperature synthesis; Vessels specially designed for use on airplanes and other aircraft.

Products can fall under both declaration and certification. To determine the necessary form of compliance, it is required to provide technical specifications, HS code, drawings and a description.

The technical specifications include such indicators as:

  • Volume;
  • Maximum allowable pressure;
  • Medium (liquid/gas);
  • Operating environment group (1 or 2, where 1 is explosive, flammable, toxic, 2 is safe).

Based on these technical specifications, products can be classified into categories: 1st, 2nd, 3rd, and 4th.

1st and 2nd categories require declaration.
3rd and 4th categories require certification.

TR CU 032 declaration. How it works?

There are several schemes of declaration:

Based on the manufacturer's test reports: (1d - serial production, 2d – for a batch)

These arrangements allow registering declarations of conformity based on the applicant's own evidence.
The applicant's own evidence may be factory reports, if they correspond in their content to the requirements of GOST standards, or reports issued by certified laboratories in the territory of the Customs Union.

Based on the results of tests in an accredited laboratory in the territory of the Russian Federation (3d - serial production, 4d - for a batch).

For this, 1 sample is often provided for testing in a laboratory on the territory of the Russian Federation. Tests are carried out, and a declaration is registered on the basis of the test report.

Based on the results of a study of the type of equipment (5d). 

5d scheme is applied to equipment of the 1st, 2nd, 3rd and 4th categories, the manufacture of which using permanent connections is carried out at the place of operation. The study of the type of equipment, depending on the documents submitted by the applicant, is carried out in one of the following ways:

  • examination of the sample as a representative of all the equipment produced subsequently;
  • examination of the submitted documents, testing of the sample or the main (critical) components of the equipment.

After the type study, a Certification Body issues a type certificate, a test report, and on the basis of these documents, a DoC is issued.
The validity period of the declaration of conformity of mass-produced equipment is no more than 5 years. For a batch of equipment (a single product), the validity period of the declaration of conformity is not established.

TR CU 032 certification. How it works?

Equipment certification is carried out according to the following arrangements:

  • 1c
  • 3c
  • 4c
  • 7c

1c is applied to mass-produced equipment, while:

  1. The applicant forms a set of documents and submits an application for certification;
  2. A certification body takes samples from the applicant for testing;
  3. A test lab conducts tests of equipment samples;
  4. A CB analyzes the state of the manufacturer's production and the results of the tests of equipment samples and, if the results are positive, issues a certificate of conformity to the applicant;
  5. A CB conducts inspection control of certified equipment by testing samples in an accredited testing laboratory and (or) analyzing the state of production (1 time per year).

3c applies to a batch of equipment, while:

  1. The applicant forms a set of documents specified in paragraph 45 of this technical regulation and submits an application for certification to a certification body;
  2. A certification body takes samples from the applicant for testing;
  3. A test lab conducts tests of equipment samples;
  4. A CB analyzes the test results of equipment samples and, if the results are positive, issues a certificate of conformity to the applicant.

4c applies to a single product.

The certification process is similar to arrangement 3c.

7c applies to equipment intended for serial and mass production, as well as in the case of planning modifications of equipment.

The process is almost similar to the 1c arrangement. The difference is that an additional study of the type of equipment is carried out. Instead of testing whole equipment, it is possible to test the main components.

The validity period of the certificate of conformity of the equipment is:

a) when using arrangement 1c, 3c and 4c: 5 years;
b) when using arrangement 7c: during the assigned service life or assigned lifetime.

Often the vessels have large volumes, and it is impossible to test them in laboratory. Therefore, it is always possible to consider the option of testing in production or at the installation site in the Russian Federation.

Tests of this type can be started after collecting all technical documentation and registering an application for certification. Further, according to the technical specifications, a certification body determines the model/article of the vessel that will need to be tested. A test expert goes to the production/ installation site in the Russian Federation, tests the vessel and, upon return, draws up a test report.

Which documents do you need to provide to confirm compliance with TR CU 032? 

The technical documentation attached to the equipment includes:

a) equipment datasheet;
b) copy of safety analysis;
c) general view drawing;
d) datasheet of safety devices (if available in accordance with the project documentation);
e) calculation of the throughput of safety devices (if available in accordance with the design documentation);
f) calculation of equipment strength;
g) operating manual (instruction);
h) drawings, diagrams, calculations and other documentation in accordance with the delivery agreement (contract).

Technical Datasheet

We would like to pay special attention to the registration of a technical datasheet for vessels, because this is one of the most important documents for certification. According to the established standards, it must be made in accordance with GOST 34347-2017. Technical datasheet includes:

a) general information: name and address of the manufacturer; date of manufacture (production); factory number; estimated service life;
b) information about technical specifications and parameters: operating, design, test pressure, MPa (kgf/cm); operating temperature of the working medium, °C; design wall temperature, °C; minimum permissible negative wall temperature, °C; name of the working medium; working medium group; increase to compensate for corrosion (erosion), mm; capacity, m; weight of empty vessel, kg; maximum mass of the filled medium, kg;
c) information about the main parts (including quantity, dimensions, material, welding (soldering);
d) information about nozzles, flanges, covers, fasteners (including quantity, dimensions, material);
e) information about safety devices, main valves, control and measuring devices, safety devices (including quantity, nominal diameter, design pressure, housing material, installation location);
f) drawings, diagrams, drawings of the vessel and other documents (summary sheet of factory changes, packing list, specification indicating the main dimensions of assembly units, etc.);
g) other information ensuring the safety of the vessel operation.
