Rostekhnadzor issued special explanations in this regard back in 2018. According to said explanations, Technical Regulation TR CU 032/2013 specifies the uniform mandatory safety requirements for design and manufacture of high pressure equipment in accordance with the scope defined in clauses 2 and 3 of TR CU 032/2013, including its elements (assembly units), components subjected to pressure, as well as fittings.
Considering that according to clause 3 of TR CU 032/2013, this technical regulation does not apply to main pipelines, in-field and local distribution pipelines designed to transport gas, oil and other products, the requirements of TR CU 032/2013 also do not apply to equipment elements, connecting parts (flanges, bends, pipes, elbows, tees) intended for use as part of said pipelines.
In addition, any fittings and safety devices used for main pipelines, in-field and local distribution pipelines designed to transport gas, oil and other products are not subject to confirmation of compliance with the requirements of TR CU 032.
If pipes are used out of main pipelines, in-field and local distribution pipelines designed to transport gas, oil and other products, it is quite possible that the provisions of TR CU 032/2013 apply to those pipes, however, one should take into account all the details, such as scope of application and functions of the pipeline, in which the pipes are used. One should determine the class of the product, evaluate the operating and design pressure for pipes, (internal) diameter of pipes, type of the operating medium for certification purposes.

Due to the lack of standards (GOSTs) for this type of products, some certification bodies tend to believe that such products are not subject to certification, while others insist on mandatory certification since the pipes are elements of the pipelines, which fall under provisions of TR CU 032/2013. Practice of working with the customs authorities shows that inspectors still require documents confirming compliance with TR CU 032/2013 during customs clearance of cargo. An integrated approach should be applied for evaluation taking into account all the features of the products.
