Special technical regulation that guarantees the sustainable work of electronics that are to be imported to the Eurasian Economic Union countries (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan)
The Eurasian Economic Union (EAEU) (former Customs Union - CU) certification system assumes special technical regulation that guarantees the sustainable work of electronics that are to be imported to the EAEU countries (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan) - it is aimed at confirming that all imported devices can not create unwanted effects, electromagnetic interference (EMI) on other electrical devices and also that these devices can not be affected by other electronic means and can work correctly in a common electromagnetic environment.
The main regulative document in this field is the Technical Regulation (TR) of Customs Union 020/2011 “Electromagnetic compatibility of technical means” (EMC) that is based on GOST standards. This TR CU considers almost the same product groups under the scope of certification:
HOUSEHOLD ELECTRICAL APPLIENCES. This product group includes kitchen electrical devices (refrigerators, electric ovens, kettles, dishwashing machines, mixers, blenders, microwave ovens etc.), climate appliances (air conditioners, vaporizers, fans, kitchen hoods, radiators, heaters, convertors, floor heating cables), personal beauty devices (hairdryers, electric shavers, trimmers, hair styling straighteners, electric rollers and toothbrushes, massagers etc), cleaning products (washing machines, vacuum cleaners, steam brushes, ironing machines, steam cleaners (steam generators), entertaining devices (TV, videogame stations, audio and video players, laptops, personal computers, smartphones etc) and so on.
Most household devices must be approved in terms of Certificate of Conformity (CoC).
Electrical devices that are to be CONNECTED TO THE PERSONAL COMPUTING MACHINES - printers, scanners, monitors, multimedia projectors, uninterruptible power supplies.
ELECTRICAL TOOLS such as drills, perforators, screwdrivers, screwdrivers, saws, scissors, and other tools.
MUSICAL INSTRUMENTS - electric guitars, pianos etc.
The above-mentioned products generally require approval in terms of the Certificate of Conformity. Industrial electrical products can be approved in terms of the Declaration of Conformity.
As to the approval forms, TR CU 020/2011 (EMC) implies two of them:
Usually, TR CU 020 “EMC” is to be accompanied by TR CU 004 “LVD”. This means that one approval document can include both regulations. The certificate of conformity can be issued only after carrying out the production site audit for Quality Management System review and tests of samples in the accredited certification laboratory at the territory of the EAEU.
The process can be made only with the help of authorized representative for certification - a residential company from the EAEU. This company bears responsibility for the quality of the products on the base of Local representative agreement. It can be either the importer, distributor of the product or any other company located in the CU that will agree to act as a Local Representative.
After all the procedures are complete the product can be marked with EAC mark.
