WWBridge overview of the TR CU 004/2011 LVD. Main requirements, products, procedure and lead timing to get EAC. CABLES, HOUSEHOLD ELECTRICAL APPLIANCES,PERSONAL COMPUTING MACHINES - printers, scanners, monitors, multimedia projectors, uninterruptible power supplies.
The widest group of products that are exported to the Eurasian Economic Union. Devices that work at a nominal voltage of 50 VAC to 1000 VAC inclusively or of 75 VDC to 1500 VDC inclusively.
The widest group of products that are exported to the Customs Union (currently the Eurasian Economic Union - EAEU) includes electrical devices that work at a nominal voltage of 50 VAC to 1000 VAC inclusively or of 75 VDC to 1500 VDC inclusively. All countries of the EAEU (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan) consider TR CU 004/2011 “On safety of low-voltage equipment” and related GOST standards as the general regulative documents for imported goods.
There are several groups of products that require certificate/declaration of conformity to the TR CU 004/2011 “On safety of low-voltage equipment”:
CABLES. Cables need to be certified in accordance with the above-mentioned technical regulation in order to obtain EAC mark and being successfully exported to the Customs union market (Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia) for 1 year, 3 years or 5 years (at your convenience).
That is, the following cable types require the Certificate of Conformity: power cables with rubber insulation, uninsulated wires for the overhead lines, control cables with rubber or plastic insulation, multicore mounting cables with plastic insulation, instrumentation cables, cables for non-stationary laying, armoured wires and cords, cables with polyvinylchloride and rubber insulation. From the other hand, there is some kind of cables that are not subject to TR CU 004/2011 «On safety of low-voltage equipment”. These include:
HOUSEHOLD ELECTRICAL APPLIANCES. This product group includes kitchen electrical devices (refrigerators, electric ovens, kettles, dishwashing machines, mixers, blenders, microwave ovens etc.), climate appliances (air conditioners,vaporizers, fans, kitchen hoods, radiators, heaters, convertors, floor heating cables), personal beauty devices (hairdryers, electric shavers, trimmers, hair styling straighteners, electric rollers and toothbrushes, massagers etc), cleaning products (washing machines, vacuum cleaners, steam brushes, ironing machines, steam cleaners (steam generators), entertaining devices (TV, videogame stations, audio and video players, laptops, personal computers, smartphones etc) and so on.
Electrical devices that are to be CONNECTED TO THE PERSONAL COMPUTING MACHINES - printers, scanners, monitors, multimedia projectors, uninterruptible power supplies.
LAMPS AND OTHER LIGHTING DEVICES. When certifying lighting equipment it is necessary to thoroughly analyze the technical description of the product requested. In most cases, the product range of every manufacturer includes different models of lamps with different mounting systems, purposes, and components.
The following characteristics are to be considered when determining the number and type of approvals:
1. Types of lamps used in a device: it can be incandescent, luminescent, halogen or LED. The number of approval documents and test reports is estimated depending on the type of the lamp.
2. Ways of mounting of devices: they can be placed on walls, on the ceiling or on the floor. It will also have an impact on a number of approvals as some types of devices cannot be covered by one certificate.
3. Field of application may also play a significant role. For example, if a LED lamp is used for lighting of surgery room, a declaration of conformity is issued only after a Medical registration has been obtained.
WIRING PRODUCTS such as switches (including semiconductor type), timers, sockets, electrical outlets and plugs, splitters, adapters, and extension cords.
ELECTRICAL TOOLS such as drills, perforators, screwdrivers, screwdrivers, saws, scissors, and other tools.
This technical regulation also includes controlling and regulating electrical appliances.
The above-mentioned products generally require approval in terms of the Certificate of conformity. Industrial electrical products can be approved in terms of Declaration of conformity. Electrical products can be approved maximum for 5 years.
The procedure depends on the product type. If the Certificate of conformity is required then the approval can be finalized only after carrying out the production site audit for Quality Management System review as well as tests of samples in the accredited certification laboratory at the territory of the EAEU.
The process can be made only with the help of authorized representative for certification - a residential company from the EAEU. This company bears responsibility for the quality of the products on the base of Local representative agreement. It can be either the importer, distributor of the product or any other company located in the CU that will agree to act as a Local Representative.
After all the procedures are complete the product can be marked with EAC mark.
