  • TR CU 032/2013 is a technical regulation of the Customs Union that applies in EAEU countries, while the PED Directive (Pressure Equipment Directive 2014/68/EU) regulates the safety of pressure equipment within the European Union.
  • Both documents aim to ensure the safe operation of pressure equipment but use different approaches to classification, conformity assessment, and technical documentation.
  • TR CU 032 uses hazard categories based on the type of medium, pressure, and volume, while PED applies categories I–IV formed through more detailed charts, formulas, and criteria.
  • The PED Directive focuses on risk analysis, manufacturer responsibility, and compliance with European harmonized standards, while TR CU 032 relies more on specific requirements for design, materials, and testing.
  • PED conformity procedures are more flexible and include multiple modules (A, B, C, D, E, F, G, H) depending on risk level, while TR CU uses certification or declaration with fixed schemes.
  • The PED Directive assigns a broader role to notified bodies, while in the EAEU accredited certification bodies and laboratories play the main role.
  • Product marking also differs: PED requires CE marking, while TR CU 032 requires the EAC mark.
  • The technical dossier under PED often includes more detailed risk analysis and comparison protocols with EN standards, while TR CU focuses on fulfilling the regulation requirements without mandatory use of GOST or EN standards, though their application is allowed.

TR CU 032 and the PED Directive address the same goal - protection of people, equipment, and the environment from accidents caused by pressure equipment. However, their philosophies differ. The European PED Directive builds a system in which the manufacturer carries maximum responsibility for risk analysis. In the EU the manufacturer must independently prove the equipment’s safety based on engineering principles, standards, and multi level assessments.

In the EAEU the approach is more normative: TR CU 032 sets specific requirements, mandatory test methods, material selection criteria, and technical parameters. This makes the process more predictable but less flexible compared to the risk oriented European model.

The PED Directive regulates in much greater detail the qualification of welders, NDT procedures, production requirements, and quality system audits. TR CU addresses these topics but less deeply, often requiring additional reference to GOST or other standards.

Comparing both systems, PED provides more freedom for engineering solutions, while TR CU offers a structured and clear set of requirements suitable for mass industrial equipment. Both systems are effective but were developed for different economic and technological realities.
