A new tool has been introduced to strengthen product import control in Russia — the Register of Suspended Certificates of Conformity issued by EAEU member states. The register is currently empty, but the mechanism for verification and temporary suspension of certificates is already defined.

How the new control procedure works 

When a customs declaration is submitted for products certified, for example, in Kyrgyzstan, the Federal Customs Service (FCS) initiates an automatic verification procedure. The importer receives a request from FCS to provide a mandatory set of documents confirming the legitimacy and correctness of the certificate.
The importer must submit:
  • an application for certification;
  • an authorized representative agreement;
  • a decision of the certification body;
  • a contract with the certification body;
  • a sampling act;
  • a production assessment act;
  • a customs declaration for sample import (movement code 064).
If documents are missing, incomplete, or submitted late, the FCS sends an inquiry to the Federal Service for Accreditation (RusAccreditation). RusAccreditation then requests confirmation from the Kyrgyz regulator.

Possible consequences for importers 

Following the verification, RusAccreditation may:
  • temporarily suspend the certificate in Russia;
  • reinstate the certificate after confirming data with the Kyrgyz regulator;
  • declare the certificate invalid in the Russian Federation.

Importers should keep in mind: 

- even if the Kyrgyz certification body is ready to issue certificates without a customs declaration for samples, clients must be warned that the risk of customs issues in Russia increases significantly.
Lack of a sample import declaration often triggers in-depth verification and may lead to a suspension of the certificate.

Conclusion 

The introduction of the new register and verification mechanism strengthens import control within the EAEU and increases transparency of certification processes. Importers should prepare documentation carefully and work only with certification bodies that comply with Russian and EAEU requirements.
