What Is SABER?
SABER is an online conformity assessment platform developed by the Saudi Standards, Metrology and Quality Organization (SASO). It is used to register and certify all products imported into Saudi Arabia.
SABER has replaced paper-based certification schemes and is now mandatory for all importers and exporters who supply goods to the Kingdom.

Who Must Use SABER? 


  • Exporters and manufacturers shipping products to Saudi Arabia
  • Importers and local distributors within KSA
  • Freight forwarders and logistics firms managing import shipments
Even products not subject to technical regulations must still be registered in SABER as "unregulated."

What Certificates Are Issued via SABER?

  • Product Certificate of Conformity (PCoC)
  • Required once per product type
  • Confirms compliance with applicable SASO technical regulations
  • Issued by an authorized certification body
  • Shipment Certificate of Conformity (SCoC)
  • Required for each shipment
  • Without this certificate, customs clearance is not possible

Step-by-Step: How to Use SABER

  • Create an importer account at saber.sa
  • Register your products with HS codes and descriptions
  • Check if the item is regulated
  • If yes — go through full certification
  • If not — register as unregulated
  • Select an authorized certification body (e.g., TUV, SGS)
  • Submit required documents: test reports, ISO certificates, labels, manufacturer docs
  • Receive the PCoC after review and approval
  • Apply for SCoC before each shipment — once verified, and paid, the certificate is issued

Which Products Are Regulated? 

  • Electrical appliances
  • Toys
  • Lighting equipment
  • Household electronics
  • Building materials
  • Lifting and hoisting equipment
  • Some textiles

  • Food, medicine, and cosmetics go through other systems (e.g., SFDA)
