New Product Certification Requirements for Gulf Exports in 2025

1. Adoption of 12 Digit GCC Tariff Codes 

From January 1, 2025, all GCC member states introduced a new harmonized customs tariff system based on HS-2022, expanding classification to 12 digits. This change allows for more accurate categorization and customs duties, ensuring clearer import regulations and better product tracking at borders.

2. Mandatory G Mark Certification and GCTS Labeling 

Low-voltage electrical appliances, children’s toys, and other regulated products must now have Gulf Conformity Mark (G-Mark) certification. This includes an assessment by a notified body and labeling with both the G-Mark and Gulf Conformity Tracking Symbol (GCTS). Without proper labeling, goods will be denied entry at the border.

3. Updated Technical Standards 

Certain technical standards are being revised. For example, the IEC 60335-2-24 standard for refrigeration appliances will become mandatory as of February 1, 2026. Existing certificates based on previous versions remain valid until January 31, 2026, after which renewal is required. Exporters need to start updating their documentation well in advance.

4. Digitization of Certification 

As of mid-2024, the updated Gulf Conformity Tracking System (CTS) is in operation. It enables automated updates, certificate tracking, and public access to product status. Exporters must ensure their data is accurate and regularly updated to comply with new transparency requirements.

5. Country-Specific Regulations 

  • In Saudi Arabia, the SABER platform becomes mandatory for all product categories starting January 2025. Without CoC (Certificate of Conformity) and SCoC (Shipment Certificate), goods will not clear customs.
  • The UAE is implementing advanced digital tools such as blockchain and AI for product traceability. New products must comply by March 2025, and existing items by September 2025.

What Should Exporters Do? 

  1. Update your product HS classification to 12-digit format.
  2. Obtain G-Mark certification and apply GCTS labels.
  3. Ensure all technical documentation meets the latest standards.
  4. Register in CTS for all GCC countries, and in SABER for Saudi Arabia.
  5. Understand and apply national rules — especially in the UAE, where traceability and digital compliance are critical.
