A European-level cosmetics manufacturer planned to enter Middle Eastern markets. The project’s goal was to obtain all necessary permits for legal import and sales in the United Arab Emirates and the Kingdom of Saudi Arabia. The process was fully managed by an international certification consultancy.

Objective 

To prepare a complete documentation package for launching cosmetic products in the UAE and Saudi Arabia markets, including:
  • ECAS Cosmetics certification and Dubai Municipality (Montaji) registration
  • SFDA Shipment Certificate and GHAD system registration
The main goal was to ensure full compliance with local requirements, avoid customs delays, and prepare the products for sales through regional distributors.

Solution 

Certification in the UAE
The consulting company prepared and issued three ECAS Cosmetics certificates.
Key stages:
  • Review of composition and technical documentation
  • Importer registration in the MOIAT system
  • Submission of applications and document uploads
  • Payment of government fees and certificate issuance
No samples were required — existing test reports were used. The process took about one week.
Next, five products were registered in the Dubai Municipality Montaji system.
Steps included:
  • Ingredient and labeling review
  • Preparation of product dossiers according to regulatory requirements
  • Application submission and coordination with DM inspectors
  • Receipt of electronic registration certificates
Result — permanent registration and readiness for sale in the UAE market.

Certification in Saudi Arabia 

To access the KSA market, the team organized product registration in the GHAD system with local representative support.
Completed tasks:
  • Verification of composition under GSO 1943 standard
  • Preparation of GMP certificates, declarations, and test reports
  • Submission and approval with assignment of a CPNR number
After that, a Shipment Certificate (CoC) was issued via SFDA, confirming compliance of each product batch.
The total certification time was approximately one month.

Result 

Thanks to comprehensive project management, the cosmetics line received all required certificates for export and sales in the UAE and Saudi Arabia.
The process was completed remotely, without delays or additional testing. The manufacturer successfully entered the Gulf market with fully compliant products.
