A cable manufacturer planned to enter the United Arab Emirates market. To export and sell products legally, it was necessary to obtain ECAS and EQM certificates confirming compliance with UAE safety and quality standards. Objective 

To ensure certification of low-voltage cables for supply to the UAE market.
Tasks included:
  • Obtaining an ECAS certificate from the MOIAT authority (formerly ESMA)
  • Obtaining the Emirates Quality Mark (EQM), confirming compliance with national standards
  • Organizing a factory audit and completing documentation with minimal time costs
The main goal was to prepare the products for export to the UAE while meeting all technical requirements and avoiding registration delays.

Solution 

ECAS Certificate
The consulting team prepared the documentation package and registered the importer in the MOIAT system.
The package included:
  • technical file and factory description
  • test reports from accredited laboratories
  • a copy of the ISO 9001 certificate and quality management documentation
  • factory layout, quality control plan, and declaration of conformity
The process involved document verification, application submission, and payment of government fees.
Processing time — 1–2 weeks. No samples were required since the manufacturer already had valid test reports.

EQM Certificate 

To obtain the Emirates Quality Mark, the team organized an on-site factory audit.
Two auditors participated — an ISO 9001 specialist and a technical expert in cable manufacturing.
The audit included:
  • assessment of production processes
  • evaluation of the quality management and risk control system
  • inspection of production areas and laboratories
Upon successful completion, the following documents were issued:
  • audit report
  • EQM certificate
  • license to use the quality mark for three years
The consulting company also assisted in preparing the EQM logo usage policy and conducted training for factory personnel.

Result 

The manufacturer received:
  • ECAS certificate valid for one year
  • EQM certificate and three-year license
The products were officially approved for import and sale in the UAE.
All stages — from document preparation to audit completion — took less than one month.
The entire process was completed without additional testing or delays, enabling the company to quickly start exporting to the region.
