2. Types of Certification and Compliance Documents 

Depending on the category, function, and technical specs of your product, you may require the following:

Declaration of Conformity (DoC) with EAEU TR 

This is the most common compliance document and is mandatory for a wide range of household appliances and consumer electronics. It confirms that your product meets the technical requirements of relevant EAEU regulations.
Typically required for: small and medium household appliances, LED fixtures, electric kettles, toasters, etc.

Certificate of Conformity (CoC) with EAEU TR 

This document is issued by a certification body following testing in an accredited lab. It is required for products considered to have higher safety risks, such as water heaters or industrial-grade lighting.
Required for: water heaters, high-voltage devices, built-in or outdoor lighting with complex systems.

Fire Safety Certificate 

Required in specific cases — especially for lighting fixtures used in public, industrial, or high-risk areas. It confirms that the product meets Russia’s Federal Law No. 123 on fire safety.

Often needed for: built-in ceiling lights, emergency lights, fixtures for public infrastructure. 

Exemption Letter
If a product doesn’t fall under mandatory technical regulations, this official document explains the exemption and is often requested during customs clearance.

Energy Efficiency Compliance (when applicable) 

Some household appliances may also require a compliance certificate with EAEU TR 048/2019, the regulation on energy efficiency (similar to EU standards).

3. Requirements by Product Type: Deep Dive into EAEU Technical Regulations 

Water Heaters (Tank & Instant Type)
Relevant Technical Regulations:
  • TR CU 004/2011 — On the safety of low-voltage equipment
  • TR CU 020/2011 — Electromagnetic compatibility of technical devices
  • TR EAEU 048/2019 — On energy efficiency (becoming more widely applied)
Document required:
  • For most models: Certificate of Conformity (CoC)
  • For small low-power models: Declaration of Conformity (DoC)
Key test parameters:
  • Overheat and overpressure protection;
  • Grounding and insulation checks;
  • Electromagnetic emissions and interference levels;
  • Tank material safety and resistance to corrosion.

Lighting Fixtures (LED, Fluorescent, Industrial) 

Relevant Technical Regulations:
  • TR CU 004/2011 — Electrical safety;
  • TR CU 020/2011 — EMC compliance;
  • TR EAEU 037/2016 — Restriction of hazardous substances (RoHS equivalent);
  • May also require: Fire Safety Certificate under Russian law.
Document required:
  • DoC — for consumer-grade and home lighting;
  • CoC — for outdoor, industrial, or explosion-proof fixtures.
Additional considerations:
  • Ingress Protection (IP) rating for moisture/dust resistance;
  • Testing of drivers, converters, and protective components;
  • Heat dispersion analysis (especially for enclosed designs).

Household Appliances (Small and Large) 

Examples: vacuum cleaners, washing machines, microwaves, air conditioners, refrigerators.
Regulations:
  • TR CU 004/2011 (low-voltage equipment);
  • TR CU 020/2011 (EMC);
  • TR EAEU 048/2019 — energy labeling for selected categories.
Document required:
  • DoC — for most appliances;
  • CoC — if high power, complex circuits, or special installation conditions apply.

Mandatory labeling:

  • EAC conformity mark;
  • Rated voltage, frequency, and power consumption;
  • Safety warnings and operating instructions in Russian.
Important:
Customs and market surveillance authorities may perform random audits, so test reports, declarations, and production documentation must be accurate and readily available.
