Within the Customs Union (Russia, Belarus, Kazakhstan, Kyrgyz Republic and Armenia) the requirements to products for kids and teenagers as per TR CU 007/2011 On the Safety of Products intended for Kids and Teenagers are mandatory to comply with.
Documents confirming compliance with TR CU 007/2011
Compliance can be confirmed, depending on the requirements of the technical regulations:
- in form of State Registration Certificate followed by the conformity declaration;
- Conformity declaration;
- Certification.
Definitions according to TR CU 007:
- newborns - babies under the age of 28 days, inclusively;
- kids - users of products under the age of 14;
- teenagers - users of products aged 14 to 18 years.
According to TR CU 007, clothes are divided into 3 layers:
- Clothes and items of the 1st layer include the items directly contacting skin of a user, such as underwear and bedclothing, shaping underwear and swimwear, (summer) headwear, hosiery, handkerchiefs and kerchiefs, and other similar items.
- Clothes and items of the 2nd layer include the items that are in limited contact with skin of a user, in particular, dresses, blouses, outer shirts, trousers, skirts, unlined suits, sweaters, jumpers, headwear (except for summer headwear), mittens, gloves, hosiery for autumn-winter season (socks, knee-high stockings), and other similar items.
- Clothes and items of the 3rd layer include coats, short coats, jackets, trenches, lined suits, newborn wraps, and other similar items.
Certificate of the Customs Union 007/2011 shall be issued for the following products:
- moulded and non-moulded rubber sanitary items for kids care;
- sanitary items and fancy goods of plastic and metal;
- bedclothing;
- knit and textile underwear items of the 1st layer;
- knit hosiery of the 1st layer;
- knit and textile (summer) headwear of the 1st layer;
- leather and textile clothes and items of the 2nd layer;
- knit items of the 2nd layer;
- knit, textile, leather headwear of the 2nd layer for kids under 1 year of age;
- knit, textile, leather clothes and items of the 3rd layer for kids under 1 year of age;
- fur clothes, items and headwear for kids under 1 year of age;
- footwear, except for coarse felted footwear;
- strollers;
- bicycles.
The effect of TR CU 007/2011 does not apply to:
- products designed and manufactured for
- medical use;
- child nutrition products;
- perfumery and cosmetics;
- sports items and equipment;
- learning aids, schoolbooks, electronic learning editions;
- toys, printed board games;
- furniture;
- custom-tailored products.
Which documents are to be issued depending on the layer
Clothes and items of the 1st layer:
- under 3 years of age - State Registration Certificate + Declaration of Conformity with TR CU 007 to be issued;
- over 3 years of age - TR CU 007 Certificate to be issued.
Clothes and items of the 2nd layer:
- under 1 year of age - TR CU 007 Certificate to be issued;
- over 1 year of age - TR CU 007 Certificate to be issued (it can be combined in one certificate, but the number of records increases).
Clothes and items of the 3rd layer:
- under 1 year of age - TR CU 007 Certificate to be issued;
- over 1 year of age - Declaration of Conformity with TR CU 007
Stockings and socks: Declaration of Conformity with TR CU 007;
1st layer over 3 years of age - TR CU 007 Certificate to be issued;
2nd layer under 1 year of age - TR CU 007 Certificate to be issued;
2nd layer over 1 year of age - TR CU 007 Certificate to be issued.
Headwear:
1st layer (summer) under 3 years of age - State Registration Certificate + Declaration of Conformity with TR CU 007 to be issued;
1st layer (summer) over 3 years of age - TR CU 007 Certificate to be issued;
2nd layer (winter) under 1 year of age - TR CU 007 Certificate to be issued;
2nd layer (winter) over 1 year of age - Declaration of Conformity with TR CU 007 to be issued.
Certification is performed as per schemes 1c, 2c, 3c, 4c.
Stages of obtaining TR CU 007/2011 Certificate
- To submit an application with the accredited certification body;
- Collection of all the necessary documentation;
- In case of stock-produced items, manufacturing process is to be analyzed;
- Sample collection for a testing laboratory;
- Testing itself with the Test Certificate for the products issued;
- Obtaining the Certificate of Conformity;
- Entering the data into the united register of the Federal Accreditation Service.
After every stage of certification process is successfully completed, the applicant shall mark the products with EAC mark , after which the products are released in the markets of the Customs Union countries.
Territorial limits: Russia, Belarus, Kazakhstan, Armenia and Kyrgyz Republic.
Validity period of certificates: The maximum validity period of a certificate issued is 5 years, the minimum, 1 year.
