APPLIED MACHINERY AND EQUIPMENT TYPES

Machines and equipment including overhead cranes, agricultural machinery, horticultural and forestry machines, equipment for trade and food industry, mining equipment, conveyors, turbines, ventilation assemblies, diesel generators, electric hoists, industrial vehicles, cryogenic equipment, compressors, refrigerators, gas-powered equipment for metalworking and coating, gas cleaning systems, filtration units, oiling and painting equipment, metal-working machinery, welding devices, fork-lift truck, presses, boilers and industrial vessels, air heater and air coolers, sawing and grinding tools etc. are subject to the Technical Regulation of the Customs union (currently TR of Eurasian Economic Union - EAEU) TR CU 010/2011 "On safety of machinery and equipment". 

OUT OF THE SCOPE OF CERTIFICATION TO TR CU 010

At the same time the TR CU 010/2011 does not include machines related to ensuring integrity and sustainability of communication networks operation and the use of a radio-frequency spectrum, medical equipment, space and air crafts, rail rolling stock and technical means specially designed for application in rail transport and subway, entertainment rides, armament and military equipment, agricultural and forest tractors and trailers, drilling platforms and wheeled vehicles.

APPROVAL FORMS

Machines can be approved in one of two forms – Certificate of Conformity (CoC) or Declaration of Conformity (DoC). The CoC or DoC can be issued for a batch (one consignment) and also for serially produced products. Both documents have a maximum validity of 5 years for serial production 

Such equipment is often used in combination with other EAC regulations such as TR CU 004/2011 "On the safety of low-voltage equipment" (CU TR 004/2011) and the "Electromagnetic compatibility of technical means" (CU TR 020/2011) in particular because most of the above-mentioned products are electrical equipment in addition.

CASE STUDY

We have faced a wide range of machinery and equipment in our practice. Some of them are described below: 

Overhead cranes require the Certificate of Conformity to TR CU 010/2011 which means that besides tests the production site audit should be held to make the report on the Quality Management System. Such a product should be tested on site while the expert's visit to confirm all the GOST requirements listed in the TR CU 010/2011.

Pressure vessels is another equipment type that can fall under TR CU 032/2013 "On the safety of the equipment operating under excessive pressure" besides the TR CU 010/2011. Such products require the Declaration of Conformity in terms of TR CU 010/2011. In this case, we should take into consideration the designation – whether it is to be supplied to the hazardous production facility or not. Here in Russia, we have a special register of the Oil and Gas and other Industrial objects classified as Hazardous Production Facility (HPF).

Hazardous Production Facilities assume the special declaration scheme. The Regulation states that such equipment needs the DoC issued on the base of Type Certificate that can be finalized only after the detailed investigation of the product and tests on the production site.
Other production facilities require testing in the accredited laboratory on the territory of the Customs union or in other laboratories that can be issue the test report confirming the GOST requirement. It can be also the manufacturer's laboratory. 

Metal-working machinery usually falls under the TR CU 020/2011, TR CU 004/2011 and finally the TR CU 010. The CoC or DoC should include all three regulations in order the equipment can be successfully imported to Russia, Kazakhstan, Belarus and other CU countries.
