Certification of pressure equipment (vessels, boilers, heat exchangers, tubes and fittings) in Russia, Kazakhstan and other Customs union countries. Main rules and required procedures.

MAIN REGULATIVE DOCUMENT FOR PRESSURE EQUIPMENT

The Technical Regulation of the Customs union "On safety of the equipment operating under excessive pressure" (TR CU 032/2013) – currently TR of the Eurasian Economic Union (EAEU) – determines main requirements to such products as heat exchangers, vessels, fitting, pipes, valves, boilers, safety devices and other equipment that operates under pressure more than 0,05 MPa.

This TR CU assumes a complicated certification process and specific requirements for the set of technical documentation. According to TR CU 032/2013 pressure equipment can be classified in one of four groups almost similar to the European Pressure Equipment Directive (PED) classification.

APPROVAL FORMS

Depending on the group the product can be Certified or Declared:

                                           The 1st and 2nd categories of products require the Declaration of Conformity (DoC)

                                           The 3rd and 4th categories require the Certificate of Conformity (CoC)

The product category is to be determined through the analysis of technical documents and general drawings which must include the initial information on pressure (operating and maximum pressure), size or volume (for vessels), the temperature range and operating environment (gas or liquid). This characteristic should be specified for tube side and also outside of tubes if we are speaking about heat exchangers.

VALIDITY

Both approval documents can be issued for up to 5 years validity.

REQUIRED DOCUMENTS

During the certification process the manufacturer needs to provide certification authority with a set of technical documents which consists of the following main items: 

  • The operating manual in the Russian language
  • The technical passport – specific technical document for product identification which must include initial characteristics and requirements for the user.
  • The safety case (also known as safety justification) which provides risk analysis for the equipment, as well as the minimum required  safety measures.
  • The strength calculation
  • Stencil Drawings
  • Certificates on materials etc.

WHO CAN APPLY?

In accordance with the Customs Union legislation, a foreign manufacturer must have a Local representative company (an Applicant) on the territory of the Customs Union (CU) to issue the certificate/declaration of conformity. This means that an Applicant (a Local Representative) can be your customer, distributor or official representative company in CU.

THE PROCESS

The certification process for serially produced products usually lasts for 30-45 days and assumes import of samples to the CU laboratory or tests on the production site. The production site audit should be also organized in case of obtaining the CoC to check the Quality Management System (QMS).

The expert from Russian certification body visits the manufacturer to view the production facilities, to make a report on the QMS that guarantees the constant quality of the serial production.
