In 2011 the Technical Regulation of the Customs union “On the safety of personal protective equipment” (ТR СU 019/2011) was enacted (currently it is transformed to TR of Eurasian Economic Union (EAEU). This document stipulates the quality requirements which are to be complied with in order to export and sell PPE in the Customs Union countries such as Russia, Belarus, Kazakhstan, Armenia and Kirgizstan.

APPROVAL FORMS

The TR СU stipulates main approval forms for Personal Protective items.

  • For example, footwear protecting from vibration and sliding and masks protecting from electromagnetic fields are subject to the Declaration of Conformity (DoC).
  • At the same time, footwear protecting from cuts, face masks protecting respiratory organs, suits protecting from high and low temperatures as well as from electrical arc, static electricity is subject to the Certificate of Conformity (CoC). Everything depends on the product type and mainly on the protective features.

OBLIGATORY TESTING

Please note, that according to ТR CU 019/2011 both DoC and CoC require testing in the accredited certification laboratory. Depending on the unique features of the item, the following characteristics of the equipment may be tested:

  • protection from mechanical stress and general industrial pollution;
  • protection from harmful chemical substances;
  • ionizing and non-ionizing radiation protection;
  • exposure to high or low temperature;

VALIDITY AND REQUIRED PROCEDURES

The Certificate of Conformity and Declaration of Conformity can be issued for 1 consignment and also for serially produced products. The maximum applied validity is 5 years.

For those products that fall under CoC the production site audit is required additionally in order to check the Quality Management System (QMS) that guarantees the constant quality of the serial production. Here we are handling with all questions related to the initial analysis of the provided technical document, we are applying to the certification body for certification and scheduling the QMS audit, also are carrying all the travel related tasks (visa, accommodation, transfer, translation etc).
