Spare parts for wheeled vehicles that are intended to be used on the public roads are subjected to the Technical Regulation of the Customs union "On safety of wheeled vehicles“ (ТR СU 018/2011) in order to be imported on the territory of the Customs union (CU) market which includes Russia, Belarus, Kazakhstan, Armenia and Kirgizia.

PRODUCTS THAT ARE SUBJECTED TO TR CU 018:

This Technical regulation applies to the various range of spare parts, namely shock absorbers, clutches, ABS Sensors, Seals, Inlet Valves, Brake Pads, ball joint, Compressors, Condensers, Filters, Camshafts, Crankshafts, Glow Plugs, Brake Discs, joints, bushing elements, Timing Belts, Actuators, Alternators and many other types of spare parts.

Also, there are some in-cabin products that also belong to the field of this TR CU, such as child seat, seatbelts, head restraints etc. and navigation units (GLONASS).

All these products should obtain the Certificate of conformity (EAC CoC ) in order to be successfully imported to the Customs union.
Additionally, there is a second form of the approval – the Declaration of conformity (EAC DoC) which can be used while certification of cab lift pumps, accumulator starting batteries, pressure sensors, loading drawbar trailers etc.

PRODUCTS THAT DO NOT FALL UNDER TR CU 018:

 The Technical regulation of the Customs union "On the safety of wheeled vehicles“ (ТR СU 018/2011) cannot be applied to: 

• Spare parts for vehicles with design speed that doesn’t exceed 25 km/h;
• Spare parts that are designed only for a competition vehicles;
• Spare parts that are to be supplied to the assembly factory;
• Previously used spare parts.

Also, such products as a rotating warning beacon, a foghorn, a radar and video recorders for ministerial require special approval from the Ministry of Internal Affairs.

THE PROCESS:

The process depends on the type of certification required. It can be a certification for serially producing products or for a batch (a shipment or one delivery). The Certificate / Declaration of conformity can be issued for a batch, 1 year, 3 years or 4 years serial production.
The serial certification assumes a repeating maintenance procedure that is to be held once for 3 years validity CoC and twice for 4 years validity CoC.

Each spare part type needs to be tested in the Customs Union accredited laboratory in order to obtain the approval document and EAC mark. It means that the certification process for spare parts accompanied by the import of samples and customs clearance procedures that can be also handled by our specialist.

In some cases, namely for engine certification, the production site audit should be organized additionally. The expert from the certification body in Russia visits the manufacturer to view the production facilities, to make a report on the QMS that guarantees the constant quality of the serial production.

WHO CAN APPLY FOR CERTIFICATION?

In accordance with the Customs Union legislation, a foreign manufacturer must have a Local representative company (an Applicant) on the territory of the Customs Union (CU) to issue the certificate/declaration of conformity. This means that an Applicant (a Local Representative) can be your customer, distributor or official representative company in CU.
