The Customs Union was created in 2010 be three countries – Russia, Belarus and Kazakhstan. Interesting that some of the RF devices are free from Licensing. There is a consolidated List of FR devices which can be imported to Russia without approval documents from Radio-Frequency Center and Minpromtorg License. This List includes Wi-Fi, BT, GSM and other radio-electronic means with a certain transmitting capacity and used technologies.
The Minpromtorg License requires trade contact and invoice to be provided. So the applicant for this procedure can be only the resident of the Russian Federation and moreover it should be the direct buyer of your products.
Single-use Minpromtorg License that is to be issued for the certain batch of products and includes the following information: buyer, seller, the quantity and the price of the supplied products. Such type of License is to be issued for 1 year. It means that you can use it several times in case the supplies are divided in time but within one trade contract and a certain quantity of products mentioned in the License.
General Minpromtorg License that is to be issued also for a certain batch of product but there are no trade contract and information concerning the seller which gives the opportunity to import the products from any business partner within different trade contracts. This type of Minpromtorg Licence can be issued only on the base of special Government Decree that makes the process really difficult and time taking.
Exclusive Minpromtorg License that is almost the same as General one but excludes also the quantity and price of the supplied product. This is the most attractive type of Minpromtorg License because it gives the Importer the opportunity to import any amount of the product from any supplier and for any price. This type of License can be issued only on the base of special Federal Law which makes the process even more complicated as a previous one.
