Oils and special fluids

In order to certify your products according to TR CU 030/2012 and get EAC mark the tests must be held in the accredited certification laboratory. The tests are aimed at the main hazardous factors (risks) connected with oils and special fluids.

This article can be interesting for those manufacturers of oils and specials fluisd who want to enter the Customs (CU) Union countries (Russia, Belarus, Kazakhstan, Armenia and Kyrgizia). These products fall under Technical regulation of the Customs Union 030/2012 “On requirements for lubricants, oils and special liquids” (TR CU 030/2012). This legal act defines the requirements for lubricants, oils and special liquids, for worked-out lubricants, oils and special liquids, for products made of recycled worked-out products.


BASIC INFO ON THE EAC TECHNICAL REGULATION AND APPLIED PRODUCTS: 

The TR CU 030/2012 assumes only one approval form - the Declaration of conformity (DoC). The DoC can be issued maximum for 3 years. The applied product range includes the following list:a) lubricants:

  1. Lubricating oils of organic origin such as
    1) motor oils (universal, carburetor, diesel, for aircraft piston engines) that are to be supplied under HS codes (customs codes) 2710198200 or the one from the group 3403.
    2) gear oils that are to be supplied under HS codes 2710198800 or the one from the group 271020 or 3403.
    3) hydraulic oils that are to be supplied under HS codes 2710198400 or the one from the group 3403.
    4) industrial oils that are to be supplied under HS codes 2710198200, 2710198800, 2710199800 or the one from the group 271020 or 3403.
    5) compressor oils that are to be supplied under HS codes 2710198200 or the one from the group 3403.
    6) turbine oils that are to be supplied under HS codes 2710198200 or the one from the group 3403.
    7) anticorrosive oils that are to be supplied under HS codes 2710199200 or the one from the group 3403.
    8) electrical insulating oils that are to be supplied under HS codes 2710199400 or the one from the group 3403.
    9) base oils that are to be supplied under HS codes 2710199800 or the one from the group 271020 or 3403.
  2. Greases with HS code 271019, 271020 or 3403.
b) special liquids:- coolants (including cutting fluids) with HS code 2710192900, 2710209200, 271020, 3403 or 3820000000- brake fluids with HS code 271019, 271020, 3403.c) wasted liquids.

THE PROCEDURE:

In order to certify your products according to TR CU 030/2012 and get EAC mark the tests must be held in the accredited certification laboratory. The tests are aimed at the main hazardous factors (risks) connected with oils and special fluids such as fire and explosion features, the content of water and solids in an amount exceeding established standards, environmental impact of waste products in contact with it into the environment; harmful effects on the human body.

HOW TO APPLY: 

In accordance with the Customs Union legislation, a foreign manufacturer must have a Local representative company (an Applicant) on the territory of the Customs Union (CU) to issue the certificate/declaration of conformity. This means that an Applicant (a Local Representative) can be your customer, distributor or official representative company in CU.
