Technical Regulation of the  Customs Union "On the safety of light industry products" (ТR CU 017/2011) is applied to

1. Textile materials;
2. Apparel and knitwear;
3. Machine-made carpeting;
4. Leather and textile accessories;
5. Felt and nonwoven materials;
6. Shoes;
7. Fur and fur products;
8. Leather and leather products;
9. American cloth.

The apparel, shoes, and accessories for adults are the widest groups from the list above.

Every day we receive a lot of inquiries for certification of different SHOES types such as boots, high boots, ankle boots, shoe boots, flats, espadrilles, heel shoes, sneakers, clogs, sandals, flip flops, etc.
While applying for certification of shoes it is important to know the detailed product composition (sole, insole, upper material, inner material, and other details). This information plays a key role in determining the number of required test reports as also as HS code (Customs code).

Generally, the Declaration of conformity is required for adults shoes.
The process starts with the product range analysis. 

It will be highly appreciated if you can prepare basic information table which includes the following columns:

CLOTHES range includes the following types: 

1. Underwear, socks, bras, tights, T-shirts, tops, leggings, vests, pajamas, nightwear, etc - products that belong to the 1st layer product group. These products have direct contact with the user's skin and need to meet the most strict requirements to the quality.
The Certificate of conformity to TR CU 017 is required in order to get EAC mark.

Using synthetic fibers are restricted by TR CU 017 for this product group. Tests can be failed if the product consists of more than 20% of synthetic fibers besides ones for sports purposes.

2. Shirts (including polo style), dresses, jumpers, sweaters, pullovers, hoodies, sweatshirts, cardigans, blouses, tunics, skirts, denim clothes, hoodies, joggers, jackets, etc.
These products that have limited contact with the skin of a user and require the Declaration of conformity as an approval document in the EAC certification system.

Some products of the 2nd layer group, namely jackets, can have a lining. In this case, this product belongs to the 3rd layer group described below.

3. Coats, jackets, fur coats, coats, windcheaters, raincoats, bombers, parks, poncho, etc. - 3rd layer clothes group or so-called outwear. Usually, these products use to be worn on the 2nd layer textile products.
The Declaration of conformity is required for this product group.

The quotation process assumes the determining of the required approval documents and the quantity of the test reports which is based on the composition, HS code and the product type (knitted or woven).

Besides all the above-mentioned product groups we can also highlight scarfs, gloves, and hats which also need the Declaration of conformity to TR CU 017.

ACCESSORIES are also a wide product group that must be certified according to TR CU 017. Belts, suspenders, ties, bags, wallets, cardholders, sports bags, clutches, and other accessories need the Declaration of conformity.

So, finally we have two approval forms in terms of adults clothes, shoes and accessories:

• The Declaration of conformity (DoC).
• The Certificate of conformity (CoC).

The Declaration of conformity can be issued as soon as the tests of the samples in the Russian accredited laboratory are conducted. The tests usually take from 1 to 2 weeks.

The Certificate of conformity can be issued after the production site audit and tests of the samples in the Russian accredited laboratory The production site audit is aimed at Quality Management System analysis.
