EAC certification: Declaration of Conformity of TR CU

What is an EAC declaration?

Declarations of conformity with TR CU (EAC declarations) are issued in accordance with EAEU technical regulations and are valid in Russia and other countries of the Eurasian Economic Union countries (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan) without the need for additional permits. The manufacturer or importer can sell goods in any EAEU country with this document.

How to prepare and register a EAC declaration:

  • put together a set of documents,
  • conduct an examination,
  • send the collected materials to the certification agency.

The declarant is responsible for the declared products' safety as well as the accuracy of the data stated in the declaration.
The certification agency is responsible for verifying the compliance of the set of documents with the chosen declaration scheme and products, the accuracy with which the declaration form has been completed, and the registration of the applicant's declaration.

What format should the EAC declaration be submitted in?

EAC declarations are submitted electronically. The document does not bear the certification agency's seal; instead, it only bears the applicant company's seal and the signature of the organization's CEO. The Federal Accreditation Service's electronic registry contains information on issued declarations. 

Who is eligible for an EAC declaration?

  • Legal entities (LLC, PJSC, etc.) and individual entrepreneurs.
  • An individual cannot obtain an EAC declaration.
  • A foreign entity cannot obtain an EAC declaration. If the products are imported, the recipient and applicant must be an entity registered in one of the Customs Union's member countries. Only EurAsEC residents are eligible to obtain an EAC declaration.

EAC declaration specifics

Production analysis and annual inspections are not included in the declaration system. The products themselves are examined, not the conditions under which they were manufactured.

Validity period of the declaration

The registered declaration's validity period is determined by the declaration scheme in use and the specific properties of the product (maximum 5 years).
The declaration and evidentiary materials should be kept by the applicant for 10 years after the date of expiration, according to the requirements of the Customs Union's technical regulations.

EAC marking

  • The products must be labeled with the EAC mark after passing the procedure.
  • The package should include consumer information (expiration date, storage conditions, ingredients and information about the manufacturer).
