Permit for use (RTN – RosTechNadzor)

This was done due to the fact that EAC certification system which appeared in 2010 was repeating the RTN safety requirements for equipment that is to be used in hazardous facilities in Technical regulations of the CU (now Technical Regulations of the Eurasian Economic Union).

In order to operate in the Russian Federation, the equipment is to comply with Federal law of the Russian Federation №116 “On Industrial Safety Requirements”. 

It is mandatory to obtain one of the following documents:

  • Industrial Safety Expert Conclusion
  • Certificate of Industrial Safety
  • RTN Exemption letter

Industrial Safety Expert Conclusion and Certificate of industrial Safety are two relative documents due to the fact that the Certificate of industrial Safety can be issued only on the base of Industrial Safety Expert Conclusion. This set of documents can be issued on the voluntary and obligatory basis. 

How to determine the form of the documents? You should answer two questions:  

  • Whether the product is supplied to the hazardous production facility? Here in Russia, we have a special register of the Oil and Gas and other Industrial object classified as Hazardous Production Facility (HPF). So in case, you already have known whom directly you will supply your product you can negotiate this question and define whether it is HPF or not. If Yes then you should answer the second question. If Not the approval documents from RTN is not required.
  • Whether the product falls under Technical Regulations of the Eurasian Economic Union? If Yes then you can issue the Safety Expert Conclusion and Certificate of industrial Safety on a voluntary basis. If Not then these are obligatory documents that furthermore require a special visa of RTN. 

The thing is that as Safety Expert Conclusion and Certificate of industrial Safety are not actually issuing by RTN itself. These documents are in the competence of accredited certification authorities controlled by RTN. These authorities are specialized in the certain kind of hazardous risk class of production facility and certain equipment. So, in the case of Obligatory RTN Approval, you need to register the issued by certification authority documents in the RTN register.

Even though these documents issued by the RosTechNadzor are not applicable for the customs clearance, each of these documents can be required by the Federal Inspection authorities in order to confirm that the equipment is safe to use and constitutes no threat of emergency situations.

In this case, the RTN Exemption letter can be effective. This document is an official Letter from RTN which confirm that there is no need in Obligatory RNT approval. It can be issued as an additional document to the Voluntary RTN approval and also can be used instead of it.

It usually takes from 1 to 2 months to issue an Industrial Safety Expert Conclusion, 30 days for a Certificate of Industrial Safety and one week for Exemption Letter.
