Approval type for pumping equipment: Declaration and Certificate
The certification procedure is carried out based on TR CU 010/2011 2011 "On the safety of machinery and equipment" . Depending on the main technical characteristics and application of the pump this regulation defines whether the conformity assessment of pumping units is processed in the form of Declaration or Certificate.
In this article, we are going to give you some simple tips on how to get the EAC approval for pumping equipment guaranteed and quickly.
How to choose?
For the legal production, import and sale of pumping equipment, you will need to issue:
- Declaration - pumping units used for industrial purposes;
- Сertificate – for all types of household pumps.
The regulation allows replacing the Declaration with the Certificate. However, it is not possible to replace the Certificate with the Declaration.
Electric pumps also need to be certified according to the requirements of the following TR CU:
- 004/2011-defines standards for low-voltage devices.
- 020/2011-contains the norms of electromagnetic compatibility of equipment.
IMPORTANT INFORMATION!
If the pumping equipment is explosion-proof, you will additionally need to issue a mandatory Сertificate of Сonformity to TR CU 012/2011. The Certificate of Conformity is the only possible form.
Pumps used in drinking water supply systems are subject to mandatory State Registration in the bodies of Rospotrebnadzor. The document to be issued is the SRC (state registration certificate).

Validity period
The validity period of the certificate and declaration for the specified devices can not exceed 5 years (depends on the chosen scheme of confirmation of compliance). The basis for obtaining permits is the test report, which contains the results of testing samples of devices (carried out in an accredited laboratory according to the established list of parameters).
What is the package of documents for certification of pumps?
• Approved application form;
• Registration and constituent documents of the Applicant;
• Regulatory and technical documentation for products, if the Russian production;
• The contract of the authorized representative, if the import production;
• Technical and operational documentation;
• Security justification (OB) - for issuing a certificate.

Case study
In this article, we are going to consider the case of EAC certification for pumping equipment application process and see what decision was provided on this type of products.
• The producer is an Italian company, explosion-proof pumps manufacturer.
• The certified equipment is explosion-proof pumps supplied with explosion-proof motors
Feature of the project
Our client had a product - explosion-proof pumps, and they were supplied with explosion-proof motors from third parties. Usually, when issuing a certificate of conformity TR CU 012 for a given type of product, both the pump itself and the explosion-proof components are prescribed in the CoC - with an indication of specific models. This means that during the validity period of the certificate (5 years), the manufacturer does not have the right to change components. All deliveries must be made with the specified model components.
Our solution to the issue
We offered our client to exclude motors from the TR CU certificates but to check with their suppliers of motors if they have valid TR CU certificates for their products. So, each time they have a supply to CU countries they should make themselves confident that valid TR CU CoC is available for all the components. Otherwise, when customs clearance of products, upon request for these certificates and in their absence, it will not be possible to transport the pumps themselves.
Additional benefits
This option for resolving the issue gave us the opportunity to do field tests at the manufacturer's base (the pumps itself have non-electrical Ex-marking), and not in the laboratory of the Russian Federation.
This resulted in savings for the client due to:
- no samples sent
- lack of customs clearance
- no customs payments
What have we done?
Often, non-electrical explosion-proof products can be tested at the manufacturer's premises, and electrical ones must be tested in a laboratory in the Russian Federation. In our case, the pump has a non-electrical explosion-proof marking. And the engine is electrically marked for explosion protection. Due to the fact that the engine certificates had already been obtained from third-party suppliers, we were able to arrange field tests at the manufacturer's base in Italy. WWBridge organized the departure of 2 representatives from the certification body: a testing engeeneer and an expert who checked the quality management system in production. They carried out all the necessary research and testing, assessed the quality management system, provided the necessary reports. As a result WWBridge successfully finalized the project, that gave an opportunity to our client to continue exporting his products to CU countries.
