Technical Regalation of the Customs Union "On safety of the products for kids and teenagers" (ТR CU 007/2011) is applied to the following products: Children care products group which includes milk nipples, pacifiers, dishes, cutlery, sanitary-hygienic and haberdashery products, toothbrushes and massagers for gums); Apparel from textile materials, leather and fur Shoes and leather goods; Baby carriages and bicycles; Children's books and magazines, school writing supplies

Clothes, products made of textile, leather, and fur, knitted goods, piece textile goods, footwear and leather accessories for children up 14 years and for teenagers from 14 to 18 years old. As also products for children caring (baby’s dummies, pacifiers, dishes, cutlery, sanitary-hygienic and fancy goods, teeth brushes and masseurs for gums, go-carts and bicycles, books and magazines, stationery.


Technical Regalation of the Customs Union "On safety of the products for kids and teenagers" (ТR CU 007/2011) is applied to the following products:

  1. Children care products group which includes milk nipples, pacifiers, dishes, cutlery, sanitary-hygienic and haberdashery products, toothbrushes and massagers for gums);
  2. Apparel from textile materials, leather and fur
  3. Shoes and leather goods;
  4. Baby carriages and bicycles;
  5. Children's books and magazines, school writing supplies.

The TR CU 007/2011 does not apply to:

  1. products designed and manufactured for medical use;
  2. baby food products;
  3. perfumes and cosmetics;
  4. sports products and equipment;
  5. teaching aids, textbooks, electronic educational publications;
  6. Toys and board games;
  7. Furniture;
  8. Customized products.
Speaking about the widest product group - clothes from textile materials, we should first of all note that there are three groups according to the product type:

1. Underwear, socks, bras, tights, T-shirts, tops, leggings, vests, pajamas, nightwear, etc - products that belong to the 1st layer product group. These products have direct contact with the user's skin and need to meet the most strict requirements to the quality.

2. Shirts (including polo style), dresses, jumpers, sweaters, pullovers, hoodies, sweatshirts, cardigans, blouses, tunics, skirts, denim clothes, hoodies, joggers, jackets, etc belongs to the 2nd layer group. These products that have limited contact with the skin of user.

3. Coats, jackets, fur coats, coats, windcheaters, raincoats, bombers, parks, poncho, etc. - 3rd layer clothes group or so-called outwear. Usually, these products use to be worn on the 2nd layer textile products.

The apparel for children should be considered from the view of the age group. There are three main age groups: babies (younger than 1 year), children from 1 to 3 years, children older than 3 years. Also, the product type should be minded.

BABIES (YOUNGER THAN 1 YEAR)

In the certification system of Eurasian Economic Union this age group includes clothes items up to 74 cm in height and with chest girth up to 48 cm.

  • For the 1st layer products the Declaration of conformity to TR CU 007 + State Registry Certificate are required in order to get EAC mark.

Using synthetic fibers is fully restricted by TR CU 007 for this product group.

  • 2nd layer products require the Certificate of conformity to TR CU 007 as an approval document in the EAC certification system.

Some products of the 2nd layer group, namely jackets, can have a lining. In this case, this product belongs to the 3rd layer group described below.

  • 3rd layer product group requires the Certificate of conformity to TR CU 007 is required for this product group.

CHILDREN FROM 1 TO 3 YEARS OLD

This age group includes clothes items from 74 cm up to 98 cm. height

  • 1st layer - The Declaration of conformity to TR CU 007 + State Registry Certificate are required in order to get EAC mark.
  • 2nd layer - The Certificate of conformity to TR CU 007 is required.
  • 3rd layer - The Declaration of conformity to TR CU 007 is required.

CHILDREN OLDER THAN 3 YEARS

  • 1st layer - The Certificate of conformity to TR CU 007 is required.
  • 2nd layer - The Certificate of conformity to TR CU 007 is required.
  • 3rd layer - The Declaration of conformity to TR CU 007 is required.

So, in sum we have 3 possible approval forms: 

  • The State Registry Certificate
  • The Declaration of conformity
  • The Certificate of Conformity

MAIN DETAILS ON CERTIFICATION PROCESS

The process should be started from the product range analysis. The accurate quote can be done on the base of the following information:

  • Clothes type
  • HS Code
  • Composition
  • Age group (preferably height)
  • Product type (knitted or woven)

The application for approval to TR CU 007/2011 can be registered only on behalf of a local representative company. The Russian, Kazakhstan or other CU country’s company should bear responsibility for the quality of the products on the base of Local representative agreement. Any of above-mentioned documents can be issued only after certification test according to TR CU and GOST standards corresponding to the certain product. For example, clothes are to be tested for hygroscopicity, air-retention capacity, the content of free formaldehyde, colorfastness to laundering and other quality ratings.
