MAIN REGULATORY DOCUMENT FOR GAS EQUIPMENT

The Technical regulation of the Customs union "On safety of devices operating on the gaseous fuel" (TR CU 016/2011) that came in force on 15th of February, 2013 is the main regulative document for all manufacturers that supply gaseous cooking equipment, heating units, burners , gas boilers and other gas machines to Eurasia Economic Union countries which unites Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan.

The TR CU 016/2011 sets up the following requirements:

  • Electrical, fire and chemical safety;
  • Energy efficiency;
  • Ecological safety;
  • Technical documentation content;
  • Marking and packaging.

APPROVAL FORMS

  • You can be a manufacturer of the heating units, combined with the water system, of heaters, fireplaces, stoves, air conditioners, plates, panel cookers, brass cabinets, grills, cookers, gas water heating devices, boilers, cooker stationary boilers, kitchen stoves, cooker roasting apparatus, frying tipping, grills, fryers, of equipment for heating and boiling liquids, steam tables, block burners, flexible connections for gas burners and other gas appliances in this case you should apply for the Certificate of Conformity (CoC);
  • At the same time portable gas stoves, household gas lamps, household infrared gas burners and other gas-burning domestic devices, gas brooders for poultry, gas-regulating valves, instrumentation and automation for gas burners, blocks and panels for automatic ignition require the Declaration of Conformity (DoC).

VALIDITY

The CoC / DoC can be issued for a batch (one consignment), for 1 year, 3 years or 5 years of serial production. The Certificates of conformity for serially produced products must be periodically maintained. It means that each year the manufacturer should pass the Annual Maintenance Procedure (AMP) and confirm the sustainable production quality.

THE PROCESS

The certification process for serially produced products usually lasts for 30 days and assumes import of samples in the CU laboratory and production site audit or in other words Quality Management System (QMS) audit as two main stages.

  • Firstly, the production site audit should be organized. The expert from certification body in Russia visits the manufacturer to view the production facilities, to make a report on the QMS that guarantees the constant quality of the serial production and to sample the products for tests.
  • Tests is the second stage. We can organize tests on the production site or import samples for tests to Russia. So this stage can be accompanied by the customs clearance procedure of the samples. According to the Customs union law, the clearance procedure can be organized only by a local company to pay all the import taxes and prove the non-commercial value of the imported sample(s).
  • The Declaration of Conformity can be issued on the base of the manufacturer tests reports or through the tests in the accredited CU laboratory. Everything depends on the product and available documents.

WHO CAN APPLY?

In accordance with the Customs Union legislation, a foreign manufacturer must have a Local representative company (an Applicant) on the territory of the Customs Union (CU) to issue the certificate/declaration of conformity. This means that an Applicant (a Local Representative) can be your customer, distributor or official representative company in CU.

REQUIRED DOCUMENTS

Among documents that will be required during the certification process, there are the following as the main:

• The operational, mounting and repair manual in the Russian Language;
• Design description and operation principles of applied gas equipment;
• The product's drawings, schemes of the components and electrical chains;
• The registration documents of the Local Representative company.
